The heads of Jacksonville’s water and wastewater utilities submitted their annual reports to the City Council last Thursday, reviewing the past year and outlining future projects.

Last week there were media reports stating we were considering installing an artificial surface in Arizona Stadium beginning with the 2013 football season. Those reports are true, although it is not a done deal at this point. Let me give you some background on why we are considering this:
